Municipal Land Re-adjustment
Re-adjust some narrow fraction of land within urban planning and construct
public facilities, then deduct the re-adjustment-load by law, based on the land
ordinary sequence subdividing the land so that every piece of land faces the
road and construction can begin immediately.

Requisition an area
Requisition all private land from some specific area within urban planning, a
part of the land will be levied by the ordinary land-owner based on the ordinary
rate, the other land will be used to construct public facilities or be used by the
government, if there is a surplus it will be resold to offset it's development costs.

Maintain every Re-adjusted area
Promote the quality of environment to use the surplus of every Re-adjusted area
for public usage.
